Wherever the person watching the cameras is, they have a monitor(s) with a whole ton of different cameras, and a keypad with a joystick.
All they have to do is punch up a camera number, and it goes full-screen and you can control the camera with the joystick.

Whoever was watching the traffic cameras spotted this guy and decided to follow him, meanwhile the DVR records everything.

Kudos to whoever decided to follow this guy though
