Front belt:
Loosen the bolt for the tensioner pulley (the smooth one in the middle) and you should be able to get that one off.

Back belt:

there should be 3 or 4 bolts around the jack shaft pulley. (small pulley on the right front) Loosen those and then stick a screw driver in the wholes on the top bracket and push towards the passenger side of the car. This will loosen the rear belt and you pulley it back to tighten.

This also tightens and loosens the front belt too. Be careful not to make one too tight then the other will be loose.

Thanks for the reply..I have tried all of those methods and still cannot get the belt to go on...I talked to Procharger today and they said to take off the pulley and put the belt on and then put the pulley back on..then they decided to say that I picked the wrong belt to brake...I said I didnt choose for it to brake...but anyways thats another conversation..

you sure you got the right size belt. its been a pain in the but for me too but now its easy.

Try getting part of it on and then spinning it like a you do for a bike chain and it should slide into place.

Ques... are you running a MAP sensor or what?
