If you're gonna supercharge, keep your cats. If turbo, ANY turbo setup, definitely get rid of them
in our state they don't smell your exhaust. They just plug in OBII and run the car, if all sensors show good data they deem the car passable.
If it's an older car and does not have OBII than they smell it, or if it's old diesel you don't need emissions at all. I guess they are afraid you going to give all the workers at the station cancer if you step on the pedal in one of them old diesels.
In any case, you can make electric dump valves on the exhaust and dump it right after cats when you go emission testing so if they put a sniffer in the pipe, it'll smell nothing but fresh air.

You can run cats no problem but it'll cost you some performance. At the end of the day it all depends on what kinda build you have and what your goals are. Someone boosting their car to run 350whp will be fine, but if you're goals are 700+whp then cats should be your last concern lol
