Title transfer, cheaper at DMV or would a third party charge the same amount?
^ Nope. Just transferring owner so my $400 registration will go down to at least half. $400 for registration renewal, you fuking kidding me.... That's $1600 down the drain for the 4 years I paid that amount.
Now this is something I can say pays the bills around here. My wife is a Title Manager for the nations largest insurance salvage company. (Has been for 27+ years.) Can't say who they are and they have lots in every state, but it ain't CoPart.
As to your question. Just sign the back of the title as "seller", the new owner would sign as "buyer" and head to the DMV. They'll have all the forms you need and of course you'll have to buy a new tag in the "buyer's" name. (Unless you live in a state where you own lifetime tags, then the "buyer" will have to register a owned tag to the new vehicle.
Can't attest to the fee as that depends on your state. Of course local emmission testing would have to be done based on the state regulations also in order to keep/renew the tag.

It's crazy here in IL. I bought my G from dude on the street and only paid a $94 tax plus title and registration. Total was slightly over $300. Beats going to dealership and paying 7.25% tax on sale price plus title and whatever they stick you with
