Ummm laws?
Why do all the test pipes say this I don’t want to get test pipes and then be paying for tickets left and right because I’m breaking the law. What’s the deal?

Any gasoline vehicle newer than 1986 is legally required to use a catalytic converter, how strict the enforcement is completely depends on your state. I've never heard of anyone in Washington State ever having a vehicle impounded but depending on the COUNTY if you cannot pass the emissions test you cannot get your vehicle licensed. You need to check you local regulations on the matter.

Does your state do vehicle inspections ? If not, in all reality you'll never be "caught". Note: I am not condoning using parts like this.
You wouldn't get tickets "left and right" either. Odds are you would get one with the requirement that it be fixed. If you don't fix it, in some states, they may impound your vehicle or not allow you to operate it on public roads.
