If i want to reach peak horsepower do i..

This was a quote mentioned on another forum. When people say change at 6800 RPM which is i believe the peak horsepower point, does that mean change gears at 7100 like the above quote is mentioning, or change at 6800 which in return means the peak horsepower point is at 6500-6600? Anyone know the answer for this?
