All bolts should be torqued to their specification, specially in the plenum , you want equal pressure for a uniform fit to minimize leaks , for that size bolt and if you do not have the specific value from the repair manual , use the general chart, 8 to 10 foot pound of torque for that bolt size , unless some one knows the specific value and can enlighten us .

That works out to 3.67 - 5.08 ft-lbs
Be careful, I'd recommend not exceeding 5 ft-lbs. Twisted off cap screws are had to get out. The shop manual provides a percise order which essentually starts at the center, moving back and forth and working out towards each fender.
