Question tires, and belts....

I am buying new rear tires because they are bald and one of them blew while i was driving yesterday! My front tires are also going bald, but only on the inner most part of the tire(feathering).... I know i cant put the drivers side wheel on the passenger side because the tires are directional, but i wanted to know if i could have the tire shop take the tire off of the drivers side rim and put it on the passenger side rim. I think this would put the bald part on the outside of the car and give me a lil more time before i have to buy fronts. Will that work????

Also the belts on my car are falling appart(literally), the car has 31k miles on it; Is that covered by the warrenty?
thanks.

yes, you can flip your tires. lots of people do it.

but how bad is the tire wear on the inside of your tires now? it may be too late
