Didn't want to create a new thread....I see and feel noticable cupping of my front tires. Would it be safe to rotate my tires left to right and would the sound minimize?

What you can do depends on the tires. Directional? Asymetric? Both?

The stock Bridgestone RE050s on my 19s were directional (have an arrow that says which way the tire should rotate) but not asymetric (one side of the tire should always be on the outside). You could have a tire shop re-mount each on the other side (have to pull the rubber off the rim to do this). My current Michelin PS2s are asymetric but not directional, so I believe I could rotate them left to right without a problem.
