Use a polish like scratchX to remove the clouding.
Basically the clearcoat on your headlights have been compromised and are no longer protecting the plastic from the UV rays. The yellow plastic is a thin top film of oxidized plastic from sitting in the sun. The abrasive polish will remove that, and if you want to prevent the yellow from coming back you will need to get your headlights re-cleared.

yeah, just polish them up. can be done by hand with a lot of elbow grease but if you have/can borrow a power polisher such as a Porter Cable 7424 you can use that and it will be quicker and easier. Besides Plast-x and 3M you can use a mild cutting car polish like Menzerna 85R.

Ive used this system and it works flawlessly. It even keeps the lens from re-fogging unlike 90% of the plastic polishes out there. Worth the $50.
