Gas Overflow! Help!

So this is my 2nd time it has happened. I would typically just leave the pump on until it stops on its own but last 2 times I have done this, gas has overflown? Also, what I realized is that the needle doesn't go all the way to the F and i only pumped about 12 gallons when I know it was reading EMPTY.

Is this a gas sensor issue?

How much will it cost to fix?

Is it a DIY?
