Ignition/Key Light Ring and Position

This is nothing major, just curious. There's a translucent plastic ring around my ignition key hole. Does the top of that ring normally stick out of or sit flush with the surrounding black plastics? Does the bottom of that ring sit sunken into the plastics? And is there supposed to be a little split in the ring in the top part? (See pic.)

Also, when your key is in the 'ON' position is the head almost perfectly horizontal or parallel to the ground? (Again, see 'ON' position in pic.) In other cars I'm used to it being vertical in the 'ON' position o_O

^I know but is what you see in the picture normal? Why waste my time if it's already the way it's supposed to be?
