Non-directional tires can be rotated with the same sizes all around. Doesn't sound like your concerned about the performance aspect so it really doesn't matter whether you go staggered or not. A 45mm tire should be a comfortable size, even though they will slightly raise your car.

I would say 245x40's all around.
I went with the same size all around so I could swap the fronts and rears since the rear tires never lasted as long. The smaller the height profile, the rougher the ride will be. I'm currently running 35mm but I don't care about the ride quality. 45mm will be the most comfortable but I wouldn't go with that size for the simple fact it would slightly raise the height of the car, which may not matter to you but thats just my preference.
