Paint problems

Hey guys so i bought my car like 4 months ago. 2004 coupe 6MT with brembo and aero package with 60,000. everything is great on it and i have already 3-stepped waxed and clay barred it 3 times, i like it clean. But when i bought the car it had a couple of plaint blemishes on the rear. when you move your finger over it, it feels like its missing clear coat paint, but the clear coat ive tried to use (3 different brand tries) always appears really thick and bubbly on it? This is literately the only thing lacking on the exterior, so its really annoying. Here are some pics from my crappy phone camera...

It looks like it was dinged and filled in with touch up paint honestly. As small as the areas are man I'd take it for what it is, a very nice used car.

well put the clear on and compound/polish/wax the spot. otherwise i would recommend going to a body shop. unless u like to wet sand and can spray the spot.

theres a spot where he did use touchup but he completely screwed it up, i went back over it. the car wasnt that clean when i got it, took a 4 hour detail to get it looking nice.

so clear coat then maybe rubbing compound and a wax?
