Depends on mileage and where you are buying. If it is San Francisco, cars do tend to be more pricey than in some other areas I am guessing. You should just go to Kelly Blue Book's website and dial in the specifics to see if it is too much or not.
Oh- and stock is a good thing when buying a used car. Not sure if that is what you are looking for, but modified cars are generally worth less/

The IP with Black interior is pretty rare so the right buyer will be OK with paying more, but it'd have to be someone who wanted that combo and knows it's hard to find.
16k isn't outrageous though, especially if the car's in good shape. Are you buying it or selling it? If selling, post it on the marketplace here and you'll get hits, if buying you can always negotiate.

Thanks for all the replies. I'm not actually buying. One of my friends is planning to sell the car. Just trying to help him out. I was just trying to see if there was a demand for that combo in that price range. I may be posting it for him soon. I think the mileage alone makes it a good deal. The car is in really good shape and well cared for. Thanks guys. I paid almost that much a couple years ago for mine with 10k more on the odometer. I know the overall condition of his is better than mine was when I purchased my G.
