So I was looking inside the center console and found two things. One was removable the other just looks half-azzed repaired maybe someone can help. I've had this car for a few months and have been repairing things the PO just didn't take care of, wondering if this was one of them? One was a jumper key to something, not sure what.

The other two pics show a plug that is wrapped in foil tape with black sealant and a blade type jumper wire in two slots. Is this a typical setup or has someone been messing around in there?

The foil thing is supposed to be there, but looks mangled (its supposed to look rectangular and neat).
