Windshield cowl not flush

The cowl doesn't sit flush against the windshield. I noticed it the other day washing my car and took a look underneath the plastic parts and saw water made it through. Before I just buy a new cowl is there anything to look for? Where is the water supposed to drain to?
The driver side fits tight against the glass. All the push clips are in

Are you sure you have the center pin\notch that connects the 2 sides seated correctly?

The cowling was never designed to be water proof, it just reroutes the majority of the water.
