Your high beam bulb also acts as your fog light bulb. I wonder if that bulb is starting to have issues causing it to malfunction. Try switching those bulbs side to side and see if the problem follows the bulb. If it does replace the bulb, I'd replace both fog/high bulbs. If it doesn't it's either a funky ballast or a wiring issue.

I've been using the metal case 35w innovated Amazon ballasts for over a year with no flicker and good light output, and they're like 10 bucks each.
I never leave home without a spare ballast as most cheap ballasts are basically consumables (but are priced accordingly). If you're running old ballasts you might as well just replace them.
