Can anyone recommend a good place to fix a rust problem.

It's above the driver rear wheel. About 3 inches long.
What is the average/expected price for a job like this?
Yeah..... Rust is a bitch. It'll be way too expensive and you'll have no idea of the quality of the work if it's cheap.
That's a DIY job. Cut out the rust with a grinder, add fiberglass bondo, sand, and wrap/plastidip it. It'll always come back in a few years.

My worst fear is I may have to take it to a body shop after I'm done with it. haha

Let me do a quick image dump of some Bondo hackery. I am not proud of this repair but it's kept my daily driver from rusting structurally which was the goal. Obviously I'm not a body guy, this is my first (and last) time doing anything like this, but it came out well given what I started with - Car would look passable dipped or with some fender flares, but paint will never look good on these arches again.
Giant hole in front of wheel well after grinding out rust and covering in rust converter and inner frame coating. This is the reason I did this repair, to stop future structural damage Fiberglass sheet slathered over the first hole. Driver side wheel well rust pre-"repair" Same side after grinding out "all* of the rust Mesh to support Bondo
Other side wasn't half as bad
Cardboard "mold" to keep wheel well arch shape. I made this before chopping out the original rust. Fiberglass bondo added and sanded I covered the repair in black plastidip and been daily driving this shitbox rain snow or shine ever since.
3 years later. Bumper is still attached with zip ties. I hate bodywork.
