It is on the passenger side near my fender / headlight. I tried looking for the cable next to my driver side but found nothing.

 

Judging by the position, Ima say it connects to your headlights or a foglight. Theres nothing else electrical in that area I can think of.

Looks like someone tapped into one of the wires with that blue wire. Where does that wire go to? Maybe itll give u a clue.

 

Side marker light ?? Or fog like I think..
