Just do what I did - dump the plate on the front windshield...

I've had my car for almost a year without the front plate on. I just leave the temporary ownership sticker on the front windshield so cops would think the car was just recently purchased.

That's a given at LAX. The airport cops have nothing else to do.

I live in L.A. and in some areas (Culver City and Beverly Hills) they write tickets for anything so I purchased the Stillin tow hook plate holder so when that ticket comes I will screw it on for the inspection and take it off right after.

Leaving the plate on the windshield is worse than not having one at all.
#1 You don't have it mounted in the appropriate spot
#2 It brings the plate to eye-level, which makes it even more noticeable that you don't have the plate mounted properly
#3 You know you need to have a front plate but CHOSE to not mount it at the proper place
All of which will result in a fix-it ticket and about $20 each time. I believe additional offenses results in higher fines, not sure.

Bottomline, just put the plate on and don't give the cops an excuse to pull you over so they can bust you for something else.
