Actually they are not the same. Besides the design, the non-Nismo license plate block cover is kind of flat, and is a little wider compared to the Nismo one. Of course you can put the Nismo license plate cover on the non-Nismo bumper, as long as the bigger gap around doesn't bother you. If you want to make sure 100% fitment, go with the non-Nismo cover.
