Tail Light tinting
Agreed about the headlights. I don't think I am willing to separate these to black them out, especially after I spent so much time restoring them. After market black inlay ones aren't too expensive but I do not know how much I trust the quality.
The only info I can find about that cover piece you are looking for is on this website. Threads that you have already been in. Dealership is the only place I see that has it. good luck in your search. The only other option I see for you is a whole new bumper. PM me about that, might be able to help if you are interested.
Quality seems to be the key word here with the headlights. I have seen plenty that are in the 200-300 for a pair but I have a feeling that they will yellow and degrade fast.

At 60' you could yell out the window "STOP!" and it would be cool. Really 500' isn't that bad. Only when the sun is shining in your eyes is it hard to see them, but almost everything is hard to see when the sun is in your eyes.
The alcohol law is crazy, it is 2010 and we still have stuff like this on the books.

^Hey, GA is a little backwards... but NOTHING compared to some of the counties in NC and TN
My Aunt has a house in Graham County NC. It's a dry county... all the time... including beer...

But the shop I work for when we know the cars we do are legal we swing them buy the copshop to get them signed off before returning the car to the customer. Couple guys there know us by name lol

My folks live in NC and they are in a dry county as well. State liquor store is the only place you can get alcohol. You can drink on sundays here you just can't buy in stores and carry-outs.
you can see the LEDs illuminated from 500 ft.... yes I've tried...
As long as they illuminate red (and they do) you are in compliance.
If the law read the "lens" must be red, there would be an issue... but it doesn't read that way.
