is windex safe for rims?

Yes they have wheel waxes which will keep your wheels cleaner longer and also make it much easier to clean your rims. Instead of it dirt being caked on to your rims it should make it much easier to wipe off. Also ads protection and cuts down on brake dust on your wheels. I would say keep them well waxed and meguiars quick wheel detail should be sufficient to keep your rims clean.

don't use spray on wheel cleaners thinking you can just wipe it off. most need to be hosed off vigorously or it will ultimately stain the wheels. wheel quick detailers are a different story.
OP, just use soap & water. use a bucket if folks hassle you for bringing out the hose.

Yes, it's fine (actually a good idea) to.
The finish on the OEM wheels is a type of powdercoat. Anything that's good for paint, is fine for powdercoat too (normally PC is tougher than paint, but the top coat they put on the wheels that give them a metal look, actually isn't all that tough unfortunately.)
I wouldn't use windex to clean them, and absolutely do NOT use a spray-on wheel cleaner (like for chrome wheels)
For your situation, I think the best solution (if you can't just do a bucket and car-wash) would be dri-wash, and then a good wax, and use quick-detailer for little 'touch-up' jobs to keep them clean.
