timing chain rattle- question about this DIY video

can anyone clarifiy what he starts talking about at 13:25 ? My engine rattles sometimes when I first start it up but just for a quick second. In the video below they are working on the timing chain / tensioner and the water pump. At 13:30 he starts talking about how the tensioner is about to click out or extend another click "do one more latch?" out farther to tighten the chain more and says something in reference to being able to push on the chain some to get the tensioer to go ahead and extend out more to tighten the chain ? Did I get that right ? I assumed the tensioner had oil pressure all the time and that put constrant pressure on the chains ? This video seems to indicate that the tensioner ratchets outwards periodically to tighten the chains ????

Just wondering if I might get lucky enoguh to have my tensioner ratchet out more to stop my chain rattle or if I can open the inspection plate and push the chain in some to help the tensioner to tighten the chain some ????

if this is how the tensioner works then why would timing chain rattle only occur at start up and then go away ??

The tensioners are controlled by oil pressure, something that isn't present until the engine is running.

I'm going to see if I can open that inspection plate and press in on my tensioner / timing chain to see if that will extend the tensioner to the next click outward to see if that will tighten my chain up to get rid of the rattle. In that video you can see the grooves nothced in the shaft that extends out of the tensioner. I guess the oil pressure pushes the tensioner shaft outward but the notches keep it extended outward. Hopefully my tensioner just needs to extend out a little more.
