Quick question about power steering

I have a 08 base sedan and whenever I’m either stopped or moving slowly my power steering goes out but when the car is moving it’s works perfectly fine anyone know how to fix this. ??

Have you checked the power steering fluid level? Do the rpm's fluctuate badly when you turn the steering wheel at idle?
