Crooked front plate and rusty bolts

Crooked front plate and rusty bolts

Just about to go in for my first oil change and service.

I noticed that my front plate holder is bolted on crooked. They must have drilled the holes off-level.. can this be fixed without drilling new holes?

Also, both front and rear plates are held on by bolts that in just a couple of months are rusted ugly... For the price of this car why would zinc or stainless steel bolts not be standard fare..

I guess I am picky but its the little things that build a reputation.
