The ECU (Engine Control Unit), basically controls most functions of the engine. Here is a link that explains it a bit more.

Reflashing (reprogramming) the ECU changes those parameters to give you the desired effect.

It's not really a Do-It-Yourself kind of job. For these TSBs, the dealer reflashes the ECU for you, however your car has to exhibit the symptoms before they will do it. And the symptoms you are seeing are not covered by any of the current TSBs. Fixing it was just a fortunate byproduct of fixing another issue on the 07 cars.
