What is this?

Noticed this small tube piece behind both rear tires the other day. Does anyone know what this thing is/does?

I think those are some kind of weights. Not sure though

Someone posted about it a while back and from what i can recall they are indeed some kind of weights to lower resonance and/or vibration.
