Passenger airbag light
From my understanding the light is never on unless the weight in the seat isn't enough for the computer to measure. Basically if the sensor detects there is something in the seat (such as a small child that doesn't weigh enough) it will show the airbag off. Kinda dumb I think. Every other car I've had has a definitive on/off light.
The light does not light up when there is no passenger.
There is a sensor in the seat that monitors the weight of the passenger. If the passenger is too light, the airbag becomes more of a weapon than a safety device. If the sensor picks up something in the seat lighter than that 120lbs, it turns the airbag off for safety reasons. At this time, the light comes on.
The only other time the light would come on is if there was something wrong with the system.
Otherwise, it should always be off.

My girlfriend is <110 lbs and the light always goes on for her - she doesn't like it. ends up jumping up and down to try and turn it off to get the airbag on.
They need some sort of failsafe master switch so I can turn the airbag on myself when I KNOW it needs to be on.

Isn't that sensor's weight that it watches for set for a reason?

I know that some cars have 2 or even 3 stage bags. With those, the bag's opening speed/force is determined by the weight of the passenger.

If the sensor actually sees weight and then makes a decision to turn on or off the airbag because of it, to me, it would seem Infiniti is taking a huge liability. They should leave it up to the owner to decide if they want the airbag on or off.
If you put anything in the seat below 60lbs the light will go on indicating that it will not explode due to safety concerns that someone is too young in that seat sitting and there is more danger involved with it exploding then not. But the light is always off whenever there isn't anyone in the seat or someone that is over 60lbs. Hope this helps.
I have a very similar problem on my G and I'm having a hard time diagnosing it or getting any joy from the dealer.
When I have a passenger in the front passenger seat, every now and then the "passenger airbag off" light will illuminate and stay on. I know it recognizes the passenger because the seat belt light will come on my dash.
Even after the passenger moves a bit and shifts around the light will stay on. Then after a few minutes the light will either turn off by itself or it will stay on until I turn the car on and off.
At first I thought the problem was because I had a girlfriend around 110-120 lbs but it has started happening with folks 150-160lbs as well. I take it to the dealer and of course since the problem is intermittent I can rarely reproduce it.
Its gotten to the stage now where he's giving me the "sorry its working fine". I was finally able to show him the problem with him in the car and I was able to reproduce it for the sales manager since all the service staff had gone home. He still left me with "there may not be anything we can do about it".
I'm genuinely worried that the passenger airbag won't deploy in a crash and I'm not sure how to get the dealer to take the problem seriously.
I drive a 07 G35x sedan with premium and tech package and I'm open to any suggestions.

I would reiterate to the dealer about your worries and make sure they make note of each and every visit that you have made to their place. This is a safety concern and the dealer should be more than willing to look deeper into the issue. If possible bring it to another dealer.
This is what I found out from diving one of my friends around, she is about 100 pounds on a 4'11" frame. We would have this problem every time she is in the car. At the end we found that (at least on my 07 journey) the sensor is actually on the side thigh support and not directly under the passenger. It stays on because she is small enough that her thighs don't touch the thigh support when she is in the car.
So every time when she is in the car and the light stays on, she just has to push on the thigh support a little bit and the light will be off. That's from my observation, other ppl can confirm with me.
