I'd say get the Morimoto D2S 5k kit. You don't need to upgrade ballast as long as you're using a 35w ballast. Check out TheRetrofitsource.com. I wouldn't suggest LED"s in the headlight. I've tried many bulbs in the city light and its always fried. Run a 7440 chrome bulb for your turns and get an HID kit for the fogs.

I like Morimoto HID capsules too. Very good quality. Color temp is up to you.

I would recommend either Philips or Osram CBI if you can afford it. I have the Osram CBI's in my car and they have the perfect color temperature for me.
