What sound is this? It started appearing once I lowered my car on coilovers?

It’s coming from the rear.

Also when I decelerate it’s more noticeable and slows down

Sounds like an alignment issue, did you get the car aligned after you lowered it? Rear suspension will be toed out pretty bad if you didn't.
