In my experience with Forums (I'm admin for a cell phone hacking forum) when you create a chat people will rely on the chat alone for quick answers, meaning less posting, less threads,and less members(unless it's member only chat).
IMO I think it defeats the purpose of a "Forum"...

Trust me there will always be "repeating threads"... Might reduce them, but it will be very minimal

We tried this a few years ago. It sucked big time. It ended up being a bunch of people talking about what show they were watching, the weather, work, kids, etc. About once every 15 minutes someone would say "I just bought a G" then you'd get 15 replies of "congrats, welcome to the club". Then back to the weather.
