Why cant i put an avatar on? It wont give me the option to in my user CP "edit avatar" options.

I'm telling you, there's nothing I can do. The "Do not use avatar" option is checked and i CANT uncheck it. I tried two browsers. WTF am i missing. This is why i havent had an avatar in the year and half ive been on this forum.

a little help please in stead of smartass answers.
