more importantly, is there something that can be done to cut down on the amount of spammers?

Trust me, we are trying our best. It's alot easier said than done, especially when we are limited to the capabilities of vBulletin.

Delete threads as spam feature makes it a lot easier. You can delete in one click all of the posts and ban them too without logging into cp.
