Wheel Splash Guards

Can i remove the black splash guard which is found around my wheel well?

overtime it got worn out and ripped some pieces off now is kinda just hangs and rubs on my tire sometimes i can hear it when im breaking so it kinda gets annoying.

can i remove the wheel and just remove this piece?

Yes you can remove it fairly easily with the wheel off. But make sure you replace it...it's their for a reason. They protect what's underneath them(wiring harness, sections of your brake lines, etc.) from the elements
