Is this repairable with exhaust/muffler tape??

Nope. You'll need to go to a shop and get a new one welded in. Is that an OEM flex section or is this part of an aftermarket piece. My guess is aftermarket because it looks tiny. If so, you may want to consider getting a longer one welded in because more often than not, aftermarket companies are clueless to just how long the flex sections really need to be. If it's too tiny, the section gets torqued way to much and starts to fatigue very quickly. It doesn't look like this one failed because of hitting something because I don't see scratches. I could be wrong though.

I have a HKS true dual ti and I have the same problem with the flex joints. The weave on the bottom side has been scratched badly due to the car being lowered.
I was wondering if this would cause any problems with the exhaust (it doesn't seem to leak or anything), and if it would be absolutely necessary to replace these with new flex joints.

The only time I have every seen flex joints used without the mesh, is on turbo intake pipes.
