I don't think they will raise your car up and check what you have under it. But i heard the same if they catch you with it the fine is 10k i don't know if its true or not.

Here's what I found in about 30 seconds, though it doesn't stipulate the fine:

"39:3-70. Mufflers
Every motor vehicle having a combustion motor shall at all times be equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise and annoying smoke, and no person shall use a muffler cut-out, bypass or similar device upon a motor vehicle on a highway."

More than likely they will give you a fix-it ticket. However, in some jurisdictions, depending on what after market parts you have installed, the police have the authority to impound your car and personally inspect it. More than likely the cop will say that you exhaust is too loud and he will give you a fix it ticket, unless you have tons of other mods. A $10k fine sounds a little excessive. I would suggest hi-flow cats > test pipes since hi flow cats are still legal, and they appear on the outside like normal catalytic converters.

It was my understanding in CA performance cats are only acceptable as a replacement for a damaged or non-functioning stock cat.
I know there had been a lot of discussion on that with regards to Random Technology cats which were very popular in the earlier days.
And many installers will not change them otherwise. (Unless maybe you sign
a disclaimer?)
I read about this a couple of years ago, I don't know what the situation is now.
But I see most if not all retailers state these parts are for off-road only.
To cover their butts I suppose.
It seems strange some folks are worried about an inspector 'seeing' a test pipe, etc. In CA they do a sniff test to see if your car meets emissions. If we had to worry about someone seeing what we have, we would be in big doo doo!!

I thought "cut out or bypass" referred also to a cat, but i suppose you're right - it's not specific in that regard

doode, honeestly. i don't think a cop would look under your car unless you're racing everyone next to you. and if you're affraid of a 10,000 dollar fine for a 100 dollar product... maybe test pipes aren't for you.

10k is kind of ridiculous for altered exhaust.

There is a law like that in AZ and I have had test pipes for a year now with no problems.

There's no state worse in terms of modifying a car than California... yet I still could care less. I plan on getting a pair of HFC & Headers... plus, when I have the money, going FI. I'll take my chances. This is a car enthusiast board; many will take their chances.
