Stock Exhaust Question

I asked this in the exhaust section, but I will probably get better response here. I just need to know if there is an issue:

I have an 04 sedan with coupe midpipe, but all other exhaust parts normal. As it was cold this morning, I looked at the steam from the exhaust rising, put my hand down there to see how much force there was and noticed that there was only air pressure pushing out from one of the two muffler tips. Is this normal?

It is a variable capacity muffler. It opens up at a certain rpm. 3k IIRC.
