Intake plenum spacers = more volume/increased airflow. In the case of the skunk 2, some additional thermal isolation from upper to lower plenum. But skunk hardware that comes with the kit is junk. Too bad since the spacer itself is actually pretty nice. Stick with MD iso for a reliable install to get a larger, cooler intake charge for more power.

Wheel spacers = try not to go there. Best to get the right wheel offset to begin with.

Given, you posted your question here, ballisticus has given you a good reply with regard to a plenum spacer. MotorDyne is always an excellent option.

the plenum spacer make more room for the air to flow. Wheel spacers comes in various sizes to move out the rims/wheels outword.

From the many threads that Ive read, go with the 5/16. If you dont care about your engine cover, then the 1/2.

I remember reading a thread where the 5/16 gave a better gain through out the majority of the RPM range.
