Installing rep INGs rear lip

My body shop is trying to insall the rep INGs lip on my car now and they werent sure whether they just need the two sided tape to hold it up. Is the 2 sided tape on it enough to hold it up. Thanks in advance

double sided tape, screws on each side, screws or bolts in the middle in the license plate opening
