i talked to a painter the other day because i obviously need a respray (quoted around 600 for full paint and glass work to fix a few places where its cracked and actually fell off) and he said it could be an issue with a "sealer" and not enough "clear coat" coats...but my guess is that its probably unavoidable because of the angle(flatness) of the bumper...

The fiberglass is so much more rigid than the OEM 'urethane' that it simply doesn't absord an impact as well. The force is spread through the paint more, resulting in a chip.
That, and just as afr0puff said, it's shape doesn't offer a lot of deflection. I've been pretty carefull and lucky, in terms of chips. I've got 4, with only one being noticeable upon a close-but-casual look.
GM seems to have found a fairly effective paint formula for fiberglass. I don't see many Corvettes that are riddled with chips.
