need help cleaning front headlight cover

I got a 03 sedan and I am noticing this glare/fog on the headlights, that is very hard to get rid of.
Is there a certain spray or way to move it up remove that glare?

Any good plastic polish should work. I had good look with Kit Scratch Out. Last time I used McQuires Plastix, it worked great, with minimal effort.
