obsidian black touch-up paint issue

hey guys, maybe you can help my brother out. he just de-badged his Obsidian black coupe, and you can see some serious swirl/scratch marks, as well as the outline of the "INFINITI" lettering and "G35" emblem where they used to reside. Oh, to remove it, he washed the car, then went over the area w/ cleaner wax and water to remove the residue.

anyway, it's obviously not noticable in low light, but in daytime, it's blatantly obvious. he tried to use a lightcoat of touchup paint over those areas, as well as over a scratch he has on his rear 1/4 panel, but when you apply the paint, it looks...well, crappy. it's really wavy, so he wiped it off before it could dry.

after he brought me the paint, it says "prime bare metal", does that mean you have to literally sand away the paint before using the touch-up?

thanks, sorry for a lame topic.

JOHN

He should never have used touch up paint to cover the ghost image from the debadging. A detailer would have been able to eliminate most if not all of the image. I suggest he bring the car to a detailer now to determine how to fix the touch up paint issue.
