I put on my HID 8k head lights and 6k fog lights today. I don't know why the fog lights doesn't look bright like the way HIDs are supposed to look. Does this mean I have to get HID conversion kit?

 

I'm assuming you merely replaced the fogs with new bulbs? If so, that does nothing for light output. If anything, you probable decreased light output by doing so.

You'll need to do an HID conversion for more output. Simple plug and play conversion kits are not recommended as they cause glare to oncoming traffic. Do it right with a projector retrofit.
