L shape metal bracket for rear oem bumper! how do you get it off?

Sigh when I got my new oem bumper painted, I brought him home to install it only to find out it was missing some L shape metal bracket piece that goes on either side where the bumper screws onto the rear quarter panels. My problem is why didn't infiniti include this bracket in the new bumper? It's $42 for each one just for a piece of metal and it doesnt even come with any bolts, sigh.

Good thing I have my old bumper, But the problem is how the hell do i get it off my old bumper and onto my new one? I was able to remove the plastic clip/screw thing but then there's this round flat head metal top screw that i cannot figure out how to remove without cutting into the bumper itself. I'm so frustrated right now. Does anyone know how to get that metal screw off?

Its a rivet you need to drill it out.
