Rear License Plate Bracket Replace

Rear License Plate Bracket Replace
Hello all!
I got new license plates this year for my '05 G35 sedan, but when I tried to remove the rear plate one of the bolts was seized up. I tried Deep Creep to get it loosen up, but it never did. Of course when I made my final attempt to wrench it loose, the plastic broke around the thread insert.
Looking at it, it looks like the bracket is either riveted or maybe they are just plugs, I tried to pry one loose, but I didn't want to dig in to it with too much force (don't want to break something else!).
What's the best way to get this thing off? I'm tired of slumming it with the rear plate in the back window!
Thanks in advance for any tips and trick you can provide.

The problem I found on mine, was the nut on the rear was rotating with the bolt. I didnt have enough room to get anything back there to hold the nut without taking off the bumper, so I cut off the old license plate with shears. After that, I was able to get the nut off. I replaced with SS threaded bolts, washers and nuts afterwards.
