Help please!

Alright so my undercarriage tray is totally broken, is scraping everywhere, and needs to be replaced. I tried to take it off today to find that the body shop who put it on is retarded.

When they put my Kuruma Z bumper on, they drilled two holes in the bottom of it to attach it to the undercarriage. They actually put the tray on TOP of the underside of the bumper, then drilled 2 bolts through it.

Now the problem is the bolts are way too tight and totally rusted together, so I cant get them off. When i turn them with force the undercarriage starts to bend, and im afraid its going to do the same to my bumper.

Any ideas as to how I can get this damn thing off? Already tried soaking them in WD-40 to no avail.
