AC spitting out gooey adhesive foam

I have a may 03 build coupe. For the last 2 years, every once and awhile, I'd find a piece of foam. It has a tar like adhesive backing. If you pick up carefully, its fine, but if you dont, it leaves a brown smear on the interior... your clothes... carpet.. whatever.
its driving me crazy as its been getting much worse. Now i can see these small strips getting caught in the vents. And I have a whistle from the defroster outlet, so I'm assuming the foam from the diverter/flap for the defroster has rotted and continues to pelt me randomly with this crap.
Has anyone experienced this? more importantly, addressed it? I've removed the radio before, which isnt a big deal... but I dont recall if I could access the HVAC unit with just the lower dash removed.
