Does anyone know if the '06 headlights are like the '03-'05, where they are vented to atmosphere? If so, excessive condensation (pooling) is likely from water finding a path along wires, etc. and making it's way into the housing. Anything less is considered normal, especially in humid locations.
If it's vented like the prior unit, you may be able to take a hair dryer and blow it into the venting holes... ...wherever they're at.

Rub your finger over the haze and you will see that it is on the outside. Get something like PlastX to clean it off. Here's a link...

you can always get the silca gel packs
http://www.hidplanet.com/silica.html
I put them in all my retrofits to prevent moisture buildup. They work well.
These packs come factory with TSX headlights, I don't know why Infiniti is being cheap about it.

"Once saturated with water, the gel can be regenerated (dried) by heating it to 150°C (300°F) for 1.5 hours per liter "

If a lamp has a problem with water entry/leakage, then it will need to be repaired.
